Introduction
The West African Power Pool (WAPP) is a specialized institution of the Economic Community of West African States (ECOWAS) that aims to integrate national power systems into a unified regional electricity market to ensure a reliable and cost-competitive supply of energy to West African citizens.
The headquarters of the WAPP Secretariat is based in Abomey-Calavi, Republic of Benin.
The WAPP Secretariat, as part of the achievement of its mission, intends to recruit a Head of Division Administration and Human Resources.
Job Summary
Under the guidance and direct supervision of the Director Administration and Finance, the incumbent shall coordinates finance management of the institution and complex projects.
Qualifications, experience and skills of the Profile
Academic and professional qualifications required
The Candidate shall have the following minimum academic and professional qualifications:
Basic education: University degree WAEC+5 in Accounting and Finance.
Years of professional experience:
Minimum ten (10) years of progressive work experience in the field of budget formulation, financial monitoring, accounting and financial reporting; including five (5) years of management experience in finance and budget operations; Experience in large companies and organizations or international firms is an asset.
Skills & Abilities Required
The skills and abilities required for this position are summarized as follows:
Demonstrated practical knowledge of relevant financial accounting principles and concepts to perform tasks in accordance with the generally accepted Accounting Principles and Standards of relevance to public sector and international organizations;
Mastery of the SYCEBNL framework;
Demonstrates professional competence and mastery of subject matter; accounting best practices, WAPP financial policies (e.g. revenue, accounts payable) would be an advantage
Knowledge of financial and budgetary principles and practices, budget development and financial administration of resources.
Working knowledge of IFRS accounting standards is an asset.
Excellent analytical, communication, leadership and strategic planning skills
Strong computer skills in Microsoft Office applications (Word, Excel, OneDrive and PowerPoint), email and Internet, as well as enterprise resource planning (ERP) applications and online banking.
Fluency in English or French with a good working knowledge of the other language.
Knowledge of another ECOWAS working language will be an advantage.

Eligibility requirements

Remuneration
The position is classified at Grade P5 of the WAPP Salary Grid. The level of the position depends on the qualifications, professional experience and remuneration of the incumbent. The WAPP offers competitive remuneration conditions comparable to those in force in sub-regional/international organizations of similar status.
