About the position
The Director for Program Quality (ACD-PQ) ensures that CARE Côte d'Ivoire/Guinea's programs contribute to CARE's vision, mission and programmatic principles. He/she provides strategic leadership in the areas of program development and implementation, advocacy, innovation, emergency response.
He/she is responsible for maintaining/developing existing programs, integrating humanitarian interventions in line with CARE's mandate. He/she will coordinate the development of new projects/programmes, including the formation of qualified and experienced teams, impact measurement systems, budgets and knowledge management. He/she is a member of the SMT and participates in the establishment of institutional partnerships.
He/she will oversee a multi-sector team focused on excellence, innovation, learning, knowledge management, impact measurement.
Responsibilities
Contribute to the development of CARE CIV/GUINEA's portfolio
Research and identify funding opportunities from the public and private sector in line with the mission's 2022-2026 strategic plan and Vision 2030
Engage in discussions with key identified donors, assess their areas of interest, and showcase CARE and its programs globally and in West Africa
Develop and/or coordinate the development of concept notes and project proposals
Develop and manage overall program quality
Oversees and coordinates program/project activities.
Liaise and coordinate with the program's institutional, technical and financial partners. Oversees all aspects of programs (programmatic, financial, administrative, personnel).
Follow up on programmatic and financial reporting.
Control the quality of programmatic and financial reports and validate them before they are transmitted to donors within the required deadlines.
Ensure human resources and talent management
Establish an effective staffing structure for the program, promote teamwork and integration with other areas of the organization.
Develop and update job descriptions.
Ensure good talent management for staff retention
- Delegate program, program support and financial responsibilities to appropriate staff and hold them accountable
Coordinate evaluations (APAA) of program staff.
Partnership management, advocacy and external relations
Establish and maintain strong relationships with officials, donors, international and national NGOs, CBOs, civil society organizations, paying particular attention to the development of partnerships and alliances that will contribute to the program approach.
Work with the management team to develop and implement humanitarian and development policy and advocacy Strengthen relationships within CARE (region, HQ, CI).
Qualifications
A degree in Economics, Social Sciences or any other relevant field
8 years of experience in humanitarian and development programs and advocacy in complex environments
Proven experience in emergency response management
Excellent oral and written ability in French and English
Strong representation and negotiation skills
Demonstrated experience in program design (proposal development), implementation and evaluation
Demonstrated intercultural communication skills
Proven experience in strategic and operational planning
3 years of involvement in private sector companies, preferably in agri-food
Previous experience with CARE, particularly participation or leadership in the program change process
Expertise in value chain program and methodology
